So can I just advertise to the community that im offering cheap advertising on my rented property of anything??Is it legal to advertise anything (banners, cars, trailers, items for sale) on property im renting?
Your city more then likely does not allow any ty[e of advertising in a residential area, especially one that has a lot of traffic as it can be not only an eye sore, but cause traffic problems.

Check with the city where the property is located. Many cities have sign ordinances prohibiting such types of advertising. It also depends on the zoning of the property. In the cities near where I live all signs have to pre-approved by the building and safety department, including in commercial zones, before it goes up.
Your landlord would have nothing to say about it if it is legal (by ordinance) to do so unless your lease or rental agreement specifically prohibits it.
No you cannot without the landlords permission. You rent the property as your primary residence not a commercial establishment. Town laws and zoning may cause the landlord to receive some hefty fines, you ready to pay them
Your lease may prevent it. Zoning laws may prevent it. Your landlord may have the right to overrule it even though it is not in the lease. You should check with all these sources.
You would need to consult with your landlord. This would be something that would be the lease paperwork.
