The local discount store sold cans of touch-up paint at retail for less than the manufacturer would sell them to us at wholesale, so the manager used to send us down there to buy stock over the counter. The discount store knew why we were buying them, and would limit what they'd sell us.

Yes, a store can impose limits on the number of items they are willing to sell. They can also refuse a sale to any person at any time as long as (in the US) it's not racial / religous discrimination.
Its to my Knowledge that a store can not legally limit the amount of items purchased. They can only put a cap to payments like from a credit card. Should this happen it could possibly lead to a lawsuit and discrimination if it pertains to the victim
